A comeback the Russian player claimed his initial title for over two years with victory over Frenchman Moutet in the Almaty Open title decider.
The athlete, a ex- number one, has experienced a difficult year, achieving just a single victory at the major tournaments and experiencing a setback at the US Open.
His unpredictability on the tennis tour - and issues with his service game in specific - led to him falling of the elite rankings and ultimately parting ways with long-term trainer Gilles Cervara.
Currently training with Johansson and Rohan Goetzke, Medvedev has gradually advanced in the recent weeks - peaking in a hard-fought 7-5 4-6 6-3 victory over Frenchman Moutet.
This marks Medvedev's maiden trophy since the Rome competition and initial on a hardcourt from spring of the previous year.
Success also indicates the Russian has achieved 21 titles at 21 different competitions.
"This marks the first occasion I have attended a tournament with my both daughters at once, so to get a title is really nice," commented ranked player the champion.
"This championship is in dedication of my second daughter her name, because the initial championship I achieved when my child my daughter was born was for her."
Medvedev, the past champion, had been defeated in his last six title deciders, including in that event earlier this year.
His defensive approach and recurring reactions on the tennis court had caused observers to wonder if his ability to perform at the top level was finished.
But the 29-year-old has implemented adjustments in recent weeks, striving to come to the net and play positively, backed up by an better serving game.
Medvedev recovered from a break down in the opening set against the challenging Frenchman, winning four of the concluding five exchanges to take the lead.
Both players traded break points in the second set before Moutet, striving for his initial ATP Tour championship, seized the initiative to push for a third set.
Moutet saved four early-game opportunities in a close final set before Medvedev broke to 15 to serve for the match.
Appropriately, Medvedev earned the win with a rally at the front of the court, with Moutet incapable to manage a volley after two hours and 38 minutes.
